La struttura di Horizon 2020 è composta da tre Pilastri e da cinque Programmi trasversali, a cui si è aggiunto – nel corso del lancio dei bandi 2016/2017 - il nuovo strumento Cross-cutting activities.

Ogni pilastro si suddivide in diversi programmi, ciascuno dei quali prevede proprie call (i bandi veri e propri).
