Access to the library is unrestricted for all users, who may freely access the reading rooms and use books and periodicals on open shelves.
Library registration is required, however, to access books and periodicals held in closed stacks or available only for restricted access (rare, antique, valuable, fragile materials, and special collections), and for borrowing.
Different registration procedures apply to library membership and borrowing, depending on the following categories of users admitted under the Library Services Charter (Art. 5):
